International air services may be governed by bilateral agreements between Estonia and third countries, as well as by multilateral agreements involving the European Union, its Member States and third countries.

International air services may be governed by bilateral agreements between Estonia and third countries, as well as by multilateral agreements involving the European Union, its Member States and third countries.

The Ministry of Climate is responsible for the preparation and negotiation of international air services agreements (ASAs) concerning Estonia, including the designation of airlines under applicable agreements.

For information on the procedure for allocating the traffic rights, please contact the Ministry of Climate.

For information on operating authorisations, specific flights or non-scheduled air services, please contact the Transport Administration. (link: transpordiamet.ee)

The Transport Administration authorises non-scheduled air operations in accordance with § 46 of the Aviation Act.
